Just because I like being comprehensive...here are a few comments on the different rig groups.
Armor Rigs:
Trimark Armor Pumps are one the biggest reasons why fitting anything but a buffer armor tank in PVP is considered inferior. I'm not a fan of nerfing, but perhaps the resistance mods could use a 5% bump to make them more attractive. Currently a 15% bonus to HP is more desirable than a single resist increase.
Astronautics Rigs:
Dynamic Fuel Valves and Engine Thermal Shielding would need a large buff to be attractive to anyone beyond narrow, rare setups. I can't think of a single practical use for the Hyperspatial Velocity Optimizer, where another rig wouldn't be better for the ship.
The Warp Core Optimizer would be nice on a travel ship if it had 1/5th of its current build requirements, and its usefulness can be negated on a traveling ship with a simple, cheap setup.
Drone Rigs:
Why are Sentries the only drones to get damage mods?
Elecronics Rigs:
The Gravity Capacitor Upgrade II can't be practically fit on the only ships that use it (they opt for two GCU Is instead). I have never heard of Liquid Cooled Electronics being used on any setup, ever.
Electronics Superiority Rigs:
Target painters need their version of the Particle Dispersion Projector and Inverted Signal Field Projector.
Energy Grid Rigs:
I actually think they're just fine. Though the Powergrid Subroutine Maximizer is essentially useless.
Weapon Rigs:
Damage and RoF rigs all need a 5% buff across the board in order to be considered more often for setups. They're just not as good as normal damage mods, and not tempting in comparison to cap, armor, or shield rigs. Increase their material costs to offset it. The rest looks good.
Shield Rigs:
Shield resistance rigs would be made more attractive with a buff like my suggestion for armor resist rigs. Core Defense Field Purgers are the "almost too good" rig here, however. This is mostly balanced by the fact that Passive Shield setups are awful for PVP.
This is an aside from rigs, but shields themselves need an X-Large Shield Extender, comparable to the 1600mm plate in terms of HP, for shield tanking to be more viable in PVP.
